SIA licence qualifications are heading for their biggest overhaul in years after the regulator opened a public consultation on 28 August 2026 covering updated training specifications, new content requirements, changes to English language assessment, and how learners demonstrate first aid competency. The consultation closes on Friday 23 October 2026, with final specifications due in winter 2026 ahead of new qualifications launching in 2027, giving training providers, employers and licence holders a defined but tight window to respond before the changes are locked in.
The proposals arrive against a backdrop of intensifying enforcement. Between April and June 2026 alone, the SIA carried out 64 unannounced checks on training providers, resulting in 80 actions for improvement and 11 instances of centres being blocked from delivering courses, part of the same Operation RESOLUTE programme that led to the regulator terminating BIIAB’s recognition as an awarding organisation earlier in the summer. Read together, the enforcement activity and the consultation point in the same direction: the SIA is treating qualification quality, not just licence numbers, as its central enforcement priority.
What the proposed changes would actually affect
The English language assessment changes matter for a workforce that is genuinely international, and getting the standard right affects both fairness to candidates and confidence that officers can communicate clearly in an emergency. The first aid competency changes go to a similar practical concern: how reliably a written or classroom assessment predicts whether an officer can actually perform first aid correctly under pressure. Both proposals reflect lessons the regulator has drawn from its own inspection findings over the past year, where training malpractice has more often shown up in shortcuts around assessment than in outright fraud.
What buyers of security services should do now
Organisations that hire guarding, door supervision or close protection services do not need to wait for the consultation to close before acting. It is a reasonable moment to ask a current or prospective provider which awarding organisation issues their officers’ qualifications, how the provider is preparing for changes expected in 2027, and whether internal training already goes beyond the current minimum specification. Providers who can answer those questions with specifics, rather than a general assurance that “everyone is SIA licensed,” are typically the ones taking the regulatory direction of travel seriously rather than treating it as a compliance exercise to manage later. The SIA’s own consultation announcement sets out the full proposals and how to respond, and is worth reading directly by any training provider or employer wanting to understand the detail ahead of the October deadline.
Our manned guarding and security guard hire teams are briefed on the current SIA training landscape, including the qualification changes already in motion and the awarding body transitions following the BIIAB termination.
Training providers themselves have a narrower window to respond than the October deadline might suggest, since preparing a formal consultation submission and beginning to adapt course materials in parallel takes longer than reading the proposals once they are published. Providers who wait for the final specification in winter 2026 before starting that work will be adapting under time pressure just as the new qualifications are due to launch in 2027, which is exactly the kind of compressed timeline that has produced training shortcuts in the past.

With the consultation closing in October and new SIA licence qualifications due in 2027, the providers worth choosing now are the ones already preparing for the standard the regulator is heading toward, not just the one currently in force.
